are single strand/chemistry regions "gaps"?

are single strand/chemistry regions "gaps"?

I have a project with four regions of single strand/chemistry which stubbornly refuse to be finished. When I submit this project, I'm guessing I should check the "Projects need [sic] more data to cover gaps" option, as the project isn't "completely finished." Or do I go with "Not finished"? In some sense these regions are gaps, but not in the physical sense I think the checklist means.

Or do I call this project "completely finished" as all the bases, even within these single strand/chemistry regions, meets phred's quality criteria?
